XVII International Conference on Higher Education Took Place at HSE University

© HSE University

This year’s conference was entitled ‘The (Non)Homogeneous Landscape of Higher Education: Institutions, Trajectories, and Effects.’(https://educonf.hse.ru/en/2026/) It brought together more than 600 participants, with speakers representing Russia and several other countries. Over the three days, around 100 papers were presented on topics including the economics and stratification of higher education, student wellbeing, the diversity of academic career paths, big data and analytics for measuring heterogeneity, and other related areas.

The conference was opened by Olga Petrova, Russian Deputy Minister of Science and Higher Education and graduate of HSE University’s Master’s programme ‘Management in Higher Education(https://www.hse.ru/en/ma/mannedu/).’

She thanked the HSE Institute of Education for organising the conference and all the participants for their active involvement.

‘It is a great honour for me to welcome participants to the 17th International Conference on Higher Education, which over the years has firmly established itself as one of Russia’s key platforms for discussion in the field of education. The figures speak for themselves: 270 applications, 110 papers, and more than 600 participants from 33 regions and seven countries. They confirm the conference’s high standing and the desire for dialogue that generates new ideas. This year, particular attention is being paid to student wellbeing. It is important to gain a clear understanding of the balance that ensures young people’s physical and mental health. I wish you a productive conference!’ the deputy minister said.

HSE Vice President Tatyana Vasilyeva(https://www.hse.ru/en/org/persons/958290796/) thanked Olga Petrova for her commitment and support for the conference. She emphasised that ‘we have always regarded you not merely as a guest, but as an organiser and participant in the conference, regardless of the capacity in which you join us.’

Tatyana Vasilyeva noted that this year’s conference theme reflects the changes taking place both in vocational and higher education and in society as a whole.

‘We are living through a period of major social change, with shifts in values and approaches, and technologies developing and being adopted rapidly. Higher education is changing as a result. Universities in Russia and around the world face similar challenges, but each institution operates within its own context—in its own region and with its own social partners. At the conference, we will explore what the landscape of higher education might look like in light of these different contexts,’ Tatyana Vasilyeva emphasised.

According to the HSE vice president, the conference provides an opportunity to share best practices for addressing problems and responding to the challenges facing the higher education system. She wished the participants every success and expressed confidence that HSE University would be of interest to them beyond the conference itself.

Evgeniy Terentev(https://www.hse.ru/en/org/persons/13869964/), Director of the HSE Institute of Education(https://ioe.hse.ru/en/), spoke about preparations for the conference, which began as early as December 2025. The organising team always designs it ‘as a major event packed with substantive discussions, where participants do not simply exchange views but bring research expertise to bear on issues in higher education.’

He reported that a pre-conference event had been held to facilitate the exchange of teaching experience amid the growing use of AI. More than 80 events were scheduled during the main conference programme. Around 100 papers were presented, selected from a record 270 submissions, making this the most selective conference in the field of education.

Among the conference’s long-standing partners are Tsinghua University (China), with which HSE University has a long-standing relationship and runs joint projects, Tomsk State University, Altai State University, Kamchatka State University, and other regional universities. ‘Excellent science and outstanding research can only be achieved together, as part of a strong team that shares the same fundamental principles. During the conference, we are ready to discuss different forms of collaboration,’ the director of the Institute of Education emphasised.

The first plenary session focused on students’ educational behaviour in a non-homogeneous higher education landscape. Ivan Gruzdev(https://www.hse.ru/en/org/persons/10007782/), Director of the HSE Centre of Sociology of Higher Education(https://ioe.hse.ru/en/cshe/), and Ksenia Vilkova(https://www.hse.ru/en/staff/vlkv/), Deputy Director of the Centre, spoke about a longitudinal study of students at six leading Russian universities. They also presented their monograph, ‘Educational Behaviour at University: From Theory to the Practice of Measurement and Management,’ which summarises the interim findings of the study.

The project has been implemented for over three years. Each year, researchers survey the same students, starting in their first year, and collect a wide range of information about their experiences at university. Based on three waves of the study, the students were divided into four groups: academically focused, socially active, well-rounded achievers, and disengaged students, who have been unable to find opportunities in the university environment that meet their needs.

The study found, among other things, that by their fourth year, 45% of students move from one group to another. The proportion of academically focused students decreases, while the shares of socially active and disengaged students increase. A strong focus on academic activities does not necessarily mean that students are satisfied with their studies: only 14% of respondents in the first group said they were satisfied with their education, whereas the proportion was considerably higher in the second and third groups.
