CEO Meeting - Enlistment of Innovative Medicine in Hong Kong

HKAPI held its CEO Meeting, “Enlistment of Innovative Medicine in Hong Kong,” on 23 October 2026. The meeting brought together member company leaders, Board members, Task Force representatives, and external experts to discuss how Hong Kong can build a more transparent, structured, and value-based pathway for enlisting innovative medicines.

The meeting focused on two strategic priorities of HKAPI’s Enlistment Task Force: Innovative Funding Solutions, including risk-sharing agreements (RSAs) and managed entry agreements (MEAs), and Health Technology Assessment (HTA). Both areas are seen as important enablers of timely patient access while maintaining the sustainability of public healthcare funding.

Innovative Funding Solutions Professor Manuel Antonio Espinoza, Associate Professor at the School of Public Health, The University of Hong Kong, shared an international perspective on the design of managed risk agreements. He explained how financial instruments, such as expenditure caps and rebate schemes, and outcome-based instruments, such as payment-by-results arrangements, can help payers and manufacturers manage uncertainty around cost, patient numbers, treatment duration, and clinical benefit.

Priscilla Chau, Co-Sponsor of the Enlistment Task Force, then provided an update on HKAPI’s engagement with the Hospital Authority (HA). She highlighted HA’s interest in exploring RSAs to address challenges relating to uncertain evidence for new medicines, long-term benefits across large patient populations, and ultra-expensive or rare-disease treatments.
