In Brazzaville, the body charged with scrutinising public spending has given the government a favourable verdict on how it executed the 2025 State budget. The assessment was delivered on 26 October before the National Assembly’s Committee on the Economy, Finance and Budget Execution Oversight, chaired by Maurice Mavoungou, which heard a delegation from the Court of Auditors and Budgetary Discipline (Cour des comptes et de discipline budgétaire) led by its rapporteur, Emmanuel Kamba.
A positive assessment of the 2025 budget
Speaking after his working session with the deputies, Emmanuel Kamba summed up the Court’s position in a single sentence. “I came to exchange views with the Economy and Finance Committee of the National Assembly on the 2025 State budget, a budget that was executed by the government in good conditions,” he said.
The statement is notable for what it conveys and for what it leaves open. The available account does not set out the figures, execution rates or any reservations that may underpin the Court’s judgement, nor does it describe the content of the exchanges with the committee. For now, the verdict stands as a broad qualitative endorsement rather than a detailed public audit.
The settlement law as a gateway to the 2027 budget
The hearing takes place as the National Assembly, sitting in its budget session, prepares to examine the draft State budget for 2027. Before that vote, deputies are required to adopt the settlement law (loi de règlement) on the execution of the 2025 budget. The logic is one of accountability in sequence: Parliament first establishes how the resources placed at the government’s disposal were managed, and only then entrusts it with new ones.
Parliament’s technical ally
Within this arrangement, the Court of Auditors and Budgetary Discipline acts as a technical support to the committee, assisting Parliament in its mission of overseeing the execution of the State budget. Its opinion therefore carries weight in the deliberations to come, even if the final say on the settlement law rests with the deputies. Whether the committee will echo the Court’s favourable reading, and when the settlement law will be put to a vote, has not yet been made public.
