Overview
Description
A Short-Term Member Loan Program available to all Philippine residents under a State of National Calamity (SONC) or State of National Emergency (SONE) pursuant to a Presidential Proclamation, an Executive Order, or equivalent issuance.
Availment Period
The availment period for the ELP shall be one (1) year from the date of its announcement through a widely circulated newspaper and SSS official communication channels, or for the duration of the declared SONC or SONE, whichever comes first.
Notwithstanding the foregoing, such availment period may be curtailed upon the announcement by the SSS of a new ELP, which shall automatically terminate and supersede any existing or ongoing ELP.
There shall be no overlapping ELPs. The most recent ELP announcement shall prevail over and supersede all previous programs.
Eligibility Requirements
To qualify for the SSS ELP, the following conditions must be satisfied:
Number of Contributions
The member must have at least 18 monthly contributions, six (6) of which should be posted within the last 12 months prior to the month of filing of application.
In addition, SE members, VM, including NWS, or land-based OFW members must have at least six (6) posted monthly contributions under their current coverage/membership type prior to the month of loan application.
The employer of the employed member must be updated in the payment of contributions and loan remittances, unless covered by an approved moratorium on payments. In such cases, compliance shall be based on the terms and conditions of the approved moratorium.
Other Member Qualifications
The member must:
Have a valid Philippine home address on SSS records;
Have not been granted any final benefit (e.g., permanent total disability, retirement), provided that if a final benefit has previously been granted, the same has already been cancelled prior to the loan application due to re-employment, resumption of self-employment, or recovery from total disability;
Be of legal age and under 65 years of age at the time of application for loan;
Have no Emergency, Calamity, Salary, including SLERP, EALP, or other short-term or long-term member loans, as may be determined by the SSS, that are past maturity and have no unpaid arrears equivalent to more than three (3) monthly loan amortizations;
Have no outstanding Restructured Loan;
Have not been disqualified due to fraud committed against the SSS;
Have updated contact information in the SSS database; and
Have an active disbursement account enrolled through the DAEM in the SSS website.
Application Process
Updating of Member’s Home Address during the ELP Availment Period
In view of the nationwide coverage of the ELP, members who update their local home address at any SSS Branch Office/FO shall not be required to obtain a Calamity Loan Reference Number (CLRN) . Regardless of their local home address, members remain eligible for the ELP, provided they meet all other qualification requirements.
Filing of Applications
A member shall file the loan application online through their My.SSS account(https://sso.sss.gov.ph/sso/auth/redirect) via the SSS website or through the SSS mobile application.
Release of Emergency Loan Proceeds
The loan proceeds shall be released through any of the following:
Active MySSS Card or UMID ATM Pay Card; or
Active single account in any PESONet participating banks in the name of the member. Said bank account must be enrolled in the DAEM of the member’s My.SSS account.
